The presumption is that the other passengers were his gang and he would have served out the arms later on. The Captain could not well detain him as he had done nothing more than come on board with arms, and there were no British Officials to whom he could apply for his arrest. After he had gone some of the passengers told the Compradore that they recognised him as a noted pirate.
This state of affairs is getting beyond endurance and if the Chinese Authorities have not the vigour to cope with pirates I am considering the advisability of submitting to the British Minister a proposal that he should discuss with the Yamen the feasibility of the British Authorities cooperating with the Chinese Authorities to protect ships of their own nationality even in Chinese waters.
I am informed that the headquarters of the pirates are at Kongmoon and Takhing.
